BIO:

A native of Baytown, Kim Kosteck is a dedicated community leader and entrepreneur. As a Professional Organizer, Certified Coach, and former Professional Photographer, Kim has been recognized for her skills, customer service, and volunteerism. She was named Small Business of the Year and a repeat recipient of the Baytown Sun Readers Choice Award.

Over the past 15 years, Kim has served on many local committees, boards, and councils, including the chamber of commerce, Citizen Bond Advisory, Safe and Secure Schools, and Communities in Schools. Notably, she founded the Gander Project Grad, an organization she created from the ground up, which will have a lasting positive impact on the community by providing a safe environment for REL graduating seniors.

Through her various roles and initiatives, Kim has led efforts that stimulated Baytown's economy and revitalized local business. For example, she spearheaded the return of graduation ceremonies to Baytown and organized a successful wedding expo that showcased local vendors and venues, fostering economic growth and community engagement.

Kim is a woman of action dedicated to improving her community, not just talking about it. She is not afraid to ask tough questions and pursue innovative solutions. Along with her husband Dustin, Kim is an active member of Faith Family Church, serving on their Connections Team and as a Small Group Leader. She and Dustin proudly pass on their spirit of community service to their children.

JAMES FRANCO

BIO:

Born and raised in Baytown, James Franco grew up in Pinehurst and is a product of Goose Creek CISD and Lee College. He still sees Baytown as a small, diverse, friendly town with a large population.

As parents of five children, James and his wife Linda are members of Missouri Street Church of Christ since 1998. James served as a member of the Projection Team for over ten years and Linda and James were active volunteers for Vacation Bible School and ran Kids for Christ for two years.  James has also served as a board member, coach, and volunteer for Baytown Central and North little leagues, Pony League, Baytown Dynamite Football, Optimist Football, Ross S. Sterling High School football and baseball teams, and the Sterling Stars.

James started his career as an assistant project manager in 1997 and by 2003 he was project manager on projects including Memorial Herman Expansion and TMC Garage 19.  In 2005 his Texas Childrens NRI Project was awarded an ENR Top 50 project.  By 2007 he was the Senior Estimator and negotiated projects such as UNT Denton Stadium.  He moved on to become Operations Manager of over 120 million a year company before starting up his own company.  James is now partner in a construction firm and serves as their Chief Financial Officer with a revenue of over 20 million.  

He has been able to work with developers and contractors on projects from a conversation to making it a reality. James has a keen eye for what works in some places and what does not in others. He has worked with cities and towns and understands the process, the infrastructure, and where improvements can be made.

His top priorities will always be ensuring the citizens’ needs and what impact will be left for the next generation. James believes if we work together, we can make Baytown a better place to live, work, and enjoy.

DONALD VALLIER

Bio

Donald Vallier has been a resident of Baytown for 12 years. Before graduating with a BS in Industrial Technology from Lamar University, he served in the US Navy during Vietnam. Currently, he serves on the Board of Love Network, a non-profit organization. Donald also served on the United Way Greater Baytown Area & Chambers County (DOC) Days of Caring Steering Committee. He is an Elder at Goose Creek Church of Christ, where he has been a member since 2012.

Donald Vallier’s career with the oil and gas industry as an Environmental Specialist and Subject Matter Expert (SME) spanned from 2002 to 2017. He is currently employed as an Environmental Trainer and licensed to teach and certify clients in several states.

Donald Vallier’s unwavering commitment to his country is evident through his service in the US Navy during the Vietnam era. His dedication, discipline, and sacrifice while serving in the military have instilled in him a deep sense of duty and responsibility. These qualities are the foundation of his approach to civic engagement and public representation.

With a Bachelor of Science degree in Industrial Technology from Lamar University, Donald Vallier possesses the academic background and technical knowledge that enables him to make informed decisions on urgent matters affecting communities’ growth and development. His education equips him with a comprehensive understanding of industrial processes and technological advancements, making him well-prepared to address the challenges and opportunities that may arise.

Donald Vallier’s dedication to community health extends beyond his military service and academic achievements. His current role on the board of Love Network reflects his commitment to addressing social issues and promoting the well-being of Baytown’s residents.

Donald Vallier enjoys spending quality time with his many grandchildren, reading the Word of God, teaching, counseling and mentoring the young and the young at heart.
